The Hague Economic Investment Holding Fund Foundation

The Hague Economic Investment Holding Fund Foundation (Stichting Holdingfonds Economische Investeringen Den Haag, HEID) was set up by the municipality of The Hague to provide revolving funding for innovation and entrepreneurship, a low-carbon economy and a city with more jobs and a more attractive business climate. HEID does not invest in projects itself; it is a shareholder in various development funds that promote the municipality’s social goals. The funds invest their money in specific projects that further the social goals set by the municipality but that cannot obtain financing independently under current market conditions.

HEID lets the municipality allocate public money transparently and make capital systematically available for the achievement of the objectives in its economic vision for the city. HEID has the necessary expertise for developing tailored instruments and for obtaining additional funding from the EU and other sources.

HEID has a long-term investment strategy. The credit is revolving and can therefore be reinvested many times over. HEID started in 2013 with the ED and FRED funds, which marked the start of a new generation of public-private investment in the Netherlands. HEID currently invests tens of millions of euros through the various investment funds.

As a portal for revolving-credit investment in The Hague, HEID invests money from the EU and other sources in various development funds, which in turn invest in specific, sub-commercial projects that would not be possible under current market conditions without such assistance.
