As a portal for revolving investment in The Hague, HEID invests (European) funding in various development funds resulting in the investment in tangible, sub-commercial projects which wouldn’t succeed by itself under current market conditions.

The Hague Energy Fund | ED

The Hague Energy Fund (Energiefonds Den Haag, ED) was set up at the end of 2013. It uses loans, guarantees and equity investments to invest in innovative sustainable energy projects. The projects are often elements in integrated plans for sustainable urban development. The Dutch Municipal Housing Incentive Fund (Stimuleringsfonds Volkshuisvesting, SVn) is responsible for the fund management. The Hague Spatial and Economic Fund | FRED

The Hague Spatial and Economic Fund (Fonds Ruimte en Economie Den Haag, FRED) was set up in 2013. The fund focuses on the development and redevelopment of small-scale commercial premises in The Hague. FRED invests in premises for small and medium enterprises, the refurbishment of retail space, and mixed functionality (residential, work, educational and recreational). The Dutch Municipal Housing Incentive Fund (Stimuleringsfonds Volkshuisvesting, SVn) is responsible for the fund management. Dutch Fisheries Investment Fund | VIN

The Dutch Fisheries Investment Fund (Visserij Investeringsfonds Nederland, VIN) finances projects that help make the Dutch fishing industry more sustainable. All forms of fishery are basically eligible. The fund was set up in 2015 at the initiative of the Ministry of Economic Affairs in partnership with the European Fisheries Fund. The fund management is carried out by the Dutch National Fund for Green Investments (Nationaal Groenfonds). More information (in Dutch) can be found at www.visserijfonds.nl/over-visserijfonds.

Sustainability Fund for owners’ associations in The Hague

The Sustainability Fund for owners’ associations in The Hague offers owners’ association (Verenigingen van Eigenaren) in The Hague loans to help achieve sustainability objectives. The loans are only extended to Hague owners’ associations in existing residential complexes and/or apartment blocks with a maximum of nine apartment rights in which energy-saving or other measures are to be carried out in the shared and/or individual parts of the complex. Financing options for private single-family homes and owners’ associations covering ten or more homes are offered by the National Energy Saving Fund (Nationaal EnergieBespaarfonds, NEF), among others. For social housing, financing is available through the STEP energy performance incentive scheme and the FEH energy saving fund. Venture capital fund | PAF IQ

The venture capital fund helps promising, innovative SMEs in the province of Zuid-Holland obtain financing. The InnovationQuarter (IQ) fund provides venture capital for young technology companies and SME entrepreneurs with growth plans in the Zuid-Holland region to help them get their innovations to market. The fund management is carried out by the Innovation Quarter Regional Development Agency (Regionale Ontwikkelingsmaatschappij Innovation Quarter). UNIIQ Investment Fund

Proof of Concepts Fund UNIIQ is an investment fund aimed at the proof-of-concept phase. The fund helps businesspeople in Zuid-Holland to get their unique innovation to market more quickly and to validate their business concept. The fund offers them initial capital to put their plans into practice and bridge the most risky phase, from concept to a promising company. The process is aimed at helping them proceed to the next stage, of obtaining follow-up financing. The fund management is carried out by the Innovation Quarter Regional Development Agency (Regionale Ontwikkelingsmaatschappij Innovation Quarter). Security of Things Fund

The Security of Things Fund aims to help strengthen the eSecurity ecostructure in the Netherlands. The fund’s purpose is to promote a more secure digital infrastructure and make working digitally safer for consumers, organizations and companies. The fund’s target group consists of young technology companies with eSecurity as their core activity and that have been operating commercially for less than seven years. World Startup Factory | WSF

World Startup Factory (WSF) is The Hague’s accelerator for startups to give an additional boost to the Dutch impact economy and the achievement of the UN’s sustainable development goals. International cooperation

Multi-Region Assistance Project-Revolving Investment for Cities in Europe (MRA-RICE)

The four MRA-RICE partner cities of London, Manchester, The Hague and Milan, have combined their experience in investing ESIF through financial instrument te explore new possibilities for future financial instruments that boost investments in targeted sectors. As a result and in co-operation with the European Investment Bank, they have developed a blueprint of the City Fund – a flexible framework which can be adopted by cities across the EU as a financial instrument model for urban development.

URBACT | CSI Europe

URBACT is a European exchange and learning programme promoting sustainable urban development. It helps cities to develop pragmatic solutions that are new and sustainable and that integrate economic, social and environmental urban topics.

The CSI Europe-project, the cities of Porto, Seville, Manchester, Lille, Ancona, Leipzig, Poznan, Malmö, Riga and The Hague, cooperated in the development of making financial instruments work for cities. They developed future models for investment, regarding governance, state aid, technical assistance and regulation.

Dutch Security TechFund (DSTF)

Het Dutch Security TechFund (DSTF) is eind 2018 opgericht en richt zich volledig op Cybersecurity & Internet of Things Security. DSTF investeert in bedrijven die nieuwe producten ontwikkelen om cybercrime tegen te gaan, meer concreet gaat het om:

  • early stage startups (investeringen van € 100.000 tot €1 mln – TRL 4-6);
  • en scaleups die (internationaal) willen opschalen (investeringen van €1 mln tot €2,5 mln – TRL 7-9).

Met de Haagse participatie in dit fonds wordt de internationale aantrekkingskracht voor internationale security bedrijven en ‘lead investors’ verder versterkt. Meer informatie is te vinden op www.tiincapital.nl.

LOKAAL INITIATIEVENFONDS VOOR SCHONE ENERGIE | LISE

In de praktijk komen projecten soms moeilijk uit de startblokken. Een goed plan is één ding, maar het zo uitwerken dat een bank of fonds het wil financieren, is een tweede. Daar komt het LISE-fonds in beeld.

Het LISE-fonds verstrekt renteloze leningen. De lening is bedoeld voor alle vormen van ondersteuning die nodig zijn om een project financierbaar te maken, zoals onderzoeksactiviteiten, ontwikkelingsactiviteiten en milieustudies. Denk bijvoorbeeld aan procesbegeleiding, reken- en tekenwerk, maar ook juridisch of financieel advies.

Het LISE-fonds is bedoeld voor initiatieven van bewonerscollectieven, verenigingen en ondernemers. Ook VvE’s komen in aanmerking voor een lening. De financiering moet voldoen aan een aantal voorwaarden:

  • De lening bedraagt minimaal € 5.000,-.
  • Er geldt een eigen bijdrage van dertig procent van de voorbereidingskosten. Dit kan ook betaald worden door middel van vrijwilligersuren.
  • De lening wordt kwijtgescholden als het project niet haalbaar blijkt te zijn. Is het project wel haalbaar, dan kunnen de initiatiefnemers een lening bij de bank afsluiten en het geld renteloos aan het LISE-fonds terugbetalen.
